The basic condition for this status is time. You need to have lived in Taiwan for at least 7 years, and in each of those years your time inside the country must have exceeded 183 days. Among other things you need a health check, proof of income, and a verification of your criminal record (hopefully a lack of one!) from your home country. Also, if you are granted permanent residency, you need to continue to stay in Taiwan for over 183 days per year or risk losing your special status.
